美國民主黨總統候選人拜登宣布勝出後，總務管理局（GSA）未向拜登的過渡團隊發放資金，即仍未正式承認拜登勝選。國務卿蓬佩奧周二（10日）出席記者會時揚言，國務院將順利過渡，但並非過渡至拜登團隊，而是特朗普政府第二任期。
當被問及國務院過渡情況時，蓬佩奧笑稱：「這會順利過渡至特朗普政府第二任期。」他提到全球都關注美國總統選舉，重申要點算所有選票，全世界應對此有信心。拜登其後表示，已經展開權力交接工作，又否認會採取法律行動，形容對特朗普拒絕承認結果一事感到尷尬。
根據美國1963年通過的《總統交接法》，GSA局長決定何時確認總統當選人，只有得到GSA確認後，美國總統權力移交工作才能正式展開。惟GSA局長墨菲（Emily Murphy）至今仍未簽署文件，向拜登過渡團隊發放資金。
