民陣明天(21日)再辦反修例遊行，警方恐再演變成大規模衝突，以及有示威者再圍堵灣仔警察總部及特首辦。昨日(19日)深夜時分，工人放置2米高水馬圍封警總及特首辦。
其中在特首辦外，超過十輛大貨車將大型水馬運送到場，駐場警員透露當局決定在特首辦外增加水馬，為突發情況作預備。而在警總的落地玻璃外，也被設置大型水馬圍封。
